My opinion or understanding regarding the above line is, VFD is used to control the flow according to the requirement. There are two ways to control the flow : 1. Control the stroke length and 2. Control the speed. By VFD, its only an arrangement to make the pump more efficient.
In my plant, there are some others dosing pumps made of Cheonsei, I used work with them.
When operation guys informs that the flow rate is not adequate. My first attempt was checking the hydraulic chamber. For flow rate and pressure, the only criminal is the hydraulic system considering other parameters you stated in your experience are okay.
I made a great success by proper adjustment of hydraulics components. If you have a car, its just like car combustion tuning. Its a small machine but has a great sophisticated concept. Before doing maintenance, you have to understand each and every function of each part.
